Ideology and “religious freedom”

The Indianapolis Star describes the Indiana Religious Freedom Restoration Act (RFRA), which was recently signed into law by Gov. Mike Pence, as a “religious freedom” bill. Why the quotation marks? And why do most of the media try to discredit such laws the same way?
