A non-Catholic observer thinks that Pope Francis is playing a long game, starting revolutionary changes in the Church but letting them play out slowly so that the risk of schism or revolt will be minimized. That may or may not be true, but it would be a tactic someone would use who wanted change without an eruption of resistance.
