Recent suggestions that diocesan synods may be the best way to handle abuse cases ignore what a synod is and where power in the Church actually resides. Diocesan synods are fundamentally legislative in nature, not judicial, and they have only a consultative (not deliberative) voice and then on only such matters the bishop chooses to present to them.
