Pope Francis “overruled” Pope Benedict XVI’s Summorum Pontificum, which had encouraged the Extraordinary Form without diminishing the Mass of Paul VI. Pope Francis says that effort failed. But Francis seems to have weaponized the Latin Mass in the very act of suppressing it, and he confirms that the old Mass has indeed become a proxy in the fight over the legacy of Vatican II, as much on the one side as on the other.
