The most obvious message in the elevation to the cardinalate of Bishop Robert McElroy is that Francis favors his theological vision and progressive pastoral priorities for the U.S. Church. And if most American bishops differ on those priorities, it seems reasonable to take McElroy’s appointment as a reproach.
