If the Vatican needs Catholics in the pews to start giving again, convincing them that there is a coherent commitment to financial reform would be helpful. The fact that this has not been the case may be a reason why Pope Francis has ordered cardinals and other Vatican staff to begin paying for their own housing. [1]
