A report issued by international legal experts appears to recommend normalizing sex with minors. The Geneva-based International Commission of Jurists writes: “Sexual conduct involving persons below the domestically prescribed minimum age of consent to sex may be consensual in fact, if not in law.” The report prepared with the assistance of the United Nations.
