After years of anticipation, Pope Francis issued Saturday a plan, called Praedicate evangelium, to restructure the Roman Curia. But while much has been made in media coverage about “juridical equality” of Vatican departments, the notion is actually borrowed from Pastor Bonus, the 1988 constitution which Pope Francis has now replaced.
