Must priests be forced to concelebrate Masses?

Is mandatory concelebration coherent with the Second Vatican Council and canon law? Those enforcing concelebration are largely intent on promoting the post-conciliar liturgical reforms that were introduced in the 1970s and seek to place penalties on those seen as obstructing their full implementation. Up until the post-Vatican II era, ritual concelebration was rare and usually only took place at the ordination of a priest or the consecration of a bishop.
