At a minimum, one would expect synodality to mean collegiality between the Bishop of Rome and all other bishops. In this papacy, however, instead of broad collegial consultation on pastoral matters that affect the entire Church, we find a pope who seems to prefer to govern alone using the unilateral fiat of the papal motu proprio.
